The EU Emissions Trading System (EU ETS) is a cornerstone of the European Union's policy to combat climate change and is soon to undergo some important modifications. Under plans from the European Commission, a new single Union Registry will be established by January 2012 along with new registry regulations and terms of use. Following the recent cyber attacks on registry accounts, steps have been taken to enhance security and restore the integrity of the EU ETS market infrastructure.
These will be the first of many changes to the EU ETS’s systems and processes in preparation for the start of Phase III of the programme in 2013, and will coincide with the aviation sector joining in. However, these amendments will bring a host of challenges for both market participants and registry administrators.
