The long-awaited energy and climate bill from Senators John Kerry and Joe Lieberman, released May 12, envisages a nationwide cap-and-trade program with a carbon price of at least $12 per metric ton imposed on US power plants from 2013. Other industries will be covered later and the floor price will rise by 3% a year. The bill - the American Power Act - also proposes a price cap of $25, increased tax credits for clean energy, a new approach to offshore drilling, loan guarantees for nuclear projects, and incentives for domestic offset projects.
