Court puts new US emissions markets in deep-freeze

The Cross-State Air Pollution Rule (CSAPR) emissions allowance market could be dead for 2012, following a somewhat surprising decision by a federal court to temporarily prevent the US Environmental Protection Agency (EPA) from implementing the rule, according to some experts.
